The United States would benefit more from strengthening shared interests in non-proliferation, rather than allowing a wary, negative tone toward Russia to weaken relations. In that respect, open dialogue should be viewed as a promising tool for foreign policy, especially in the "conflict-ridden" zone where lack of negotiation has shown its consequences.
