		<description>McCain&#039;s comments were terribly vague and his solutions general. He was probably right that the US needs more regular infrastructure investments, but the trick is how to do that without having the investments put to other purposes either by Congress or by states and localities (as in the case of the New Orleans levee boards).

It may be too late to dismantle the DHS now. But the department would do well to be able to make resource allocation decisions across agencies to align priorities with resources. Perhaps the Homeland Security Council or the HSQR will serve this function. See Cindy Williams&#039; report on budgeting and setting priorities for the DHS:
