		<description>The date of September 2008 ensures this legislation will be an issue in the presidential election around that time. So if the Republicans don&#039;t go along with this then they will have to explain why just before the election. If they do then the Democrats will say the Republicans followed the Democrats advice. Either way the date will be an issue for the election, which is the point of it.</description>
